It's the GM's interpretation, so I'm going to run with it
It makes sense to me. Cyborgs are not purely machines like the LE automatons. They're part human as well, just
augmented human. Therefore, unlike automatons, they don't need only mechanics.
The cyborg doesn't call "no effect" to medicine, he calls "resist" and it's only to the first attempt. The ability only resets "5 minutes after the doctor finishes". If you're still doing Round 2 of First Aid or Surgery, even if it takes 5 minutes, then you haven't finished yet.
Essentially, it takes twice as long, and twice as many resources (if your skill requires them) to fix a cyborg using medicine, but you can still help fix them and, more importantly, keep them from dying.
At least that's the way I see it.
