The real difficulty comes from Twist points. They have a max of 5 and Advantages, Hindrences and Complications all add Twist points.
If I get the correct Idea for your character, you plan on having Addiction Level 2.
That would mean that your starting CP of 20 would go up to 23 and your Twist points, which start at 0 go up to 2
If you wish to take One Percenter, You could take the Level 3
That would mean that your 23 Cp would be reduced to 17 CP and your Twist points would max out at 5
You wouldn't be able to take any more hindrences or complications because your twist points are now maxed out. You could still take the Advantage: Hand Sanitizer, spend 4 more CP because that advantage does not add any Twist points
