The permaslow from Heavy Weapons Specialist doesn't seem so bad if you are already permaslowed as a Ridden. Just be prepared to never run ever.

The PermaSlow also isn't a horribly bad penalty for those of us that are Permaslow in real life either Steve ;)

If a Changeling were to tell a tale, let's say it starts off with "Once upon a time, in a land far away, there lived an Onion Ring..." and he knows that it's not a true tale (I have never seen a living onion ring), would he also have to spend attributes for telling a lie?

Not for Cold Iron purposes, unless the call is Cold Iron. As for collecting spent brass, that's a camp clean up issue--I'm not going to discourage people from keeping the amazing camp site in good shape.
