I'd like to recommend these instead of bags for the packets. They stack, hold a lot, and if you toss in a couple silica packets or rice in cheese cloth bags as a desiccant they won't get moldy or mildewy. They're also relatively inexpensive and can be used for dart/disk storage too.

In this instance, however, we're looking for things to allow NPCs to carry a bunch of packets on the field of battle as opposed to long term storage solutions.

Still, those are neat--I've played with them in pet stores...
