Correct. The rule is pretty clear:
"You must refuse all healing effects by Medicine if you are conscious, and you are very reluctant to allow other forms of healing. If someone delivers any effect by Medicine and you end up conscious afterwards, you also take a Short Frenzy effect which you cannot resist or use any defense against, granted or otherwise. The initial target of your Frenzy will always be the person who used the Medicine effect on you, if you can tell who they were."
This means if someone uses an affect that makes you conscious (which is likely Heal by Medicine), then you frenzy on them. If they use Expose Unstable by Medicine, you're not brought to consciousness by this skill, so you wouldn't frenzy.
The general feel of the skill is that most Damaged have had very unpleasant experiences with Doctors. If you wake up and see a Doctor standing over you, you'll flip out on them, since you're crazy.
Roleplay everything else. Like, if you're Stable and someone hits you with called damage (like 1 Damage by Medicine), you'd likely be pissed since they just attacked you, regardless of the carrier.
