One interesting note. The Ordinance appears to be on old paper, along with accompanied stain on the right side.
The Ordinance is dated 1881.
The hidden message mentions the U.S. Treasury's Bureau of Narcotics which wasn't created until 1930 and existed until 1968 when it became the Bureau of Narcotics and Dangerous Drugs, which then became Drug Enforcement Administration in 1973.
So, if the ordinance is the original document, the secret message was transferred onto the ordinance sometime between 1930 and 1968 (Maybe up until 1973, if you assume they just shortened the official bureau name). Possible a message was left on top of the Ordinance and the ink bled? Would explain why it's so faint and backwards/upside down
