On the topic of Shields...
1. In order to use a shield for the other classes that don't specifically say it under the header/subheader does it count as discourged (4 cp) or is it less??
I'm pretty sure that all "Discouraged" weapons are listed under the header as Discouraged, and thus if it isn't listed at all, that Header doesn't grant access to said weapon style.

2. Is it possible to start with a shield bigger than 'buckler' during character creation? Or that might be an option only within a hidden header?
Unlike LE, which was Steampunk in terms of setting (for the most part), this is a modern day world setting. It is entirely possible we won't see full sized shields at all. Guns have pretty much made them useless, except things like riot shields. However, not being privy to the mindset of plot I cannot speak on this matter. However, as Claviger is the only header with access to bucklers, I doubt that shields will be purchasable at the moment.

Telekinetic can sort of use bucklers, depending on how you view it. For rules purposes, it seems like a Telekinetic can wield a buckler so long as the buckler falls into the restrictions set by the skill Force Shield. (The rules then apparently get a little muddy about whether said Telekinetic can wield any buckler, or simply their own force field made one.) I've always taken it as Telekinetic are simply holding up a hand outstretched and a kinetic barrier appears in front of it.

Then I am super confused =(

Jacob says you do not have to be a claviger to use shields.

But no other header or class has them as an optional wield. I looked. (Unless something has changed very very recently)

1)the telekinetic skill force shield lets you make a super magic buckler, however the only class that actually can wield a buckler is the class Claviger. does that mean to wield that shield I HAVE to be a chaviger?
1) You do not have to be a claviger. The Force Shield skill says you can wield a buckler, so you can wield a buckler. Admittedly, the skill should say that the skill expires when you reset, but basically not all TKs can wield a buckler, but those with the Force Shield skill can.

The conversation which you're referring to, which I quoted above, was referring to the Telekinetic ability Fore Shield which allows a Telekinetic to wield a buckler created from their own Telekinetic abilities. Jake was saying that as a Telekinetic who has Force Shield, you do not need to be a Claviger to wield the Telekinetic shield you created with Force Shield.

Gaelicwolf has the right of it.

In the same way that some races and headers can spend attributes to wield claws, a TK with the right skill can blow attributes to wield a "buckler."

If you take the psychic damaged race, can you get the healthcare plan? It heals by medicine, but the reasoning seems to be more your in good shape.

Fluff is fluff and rules are rules, I'm afraid. If you can't/won't use a "By Medicine" effect, you can't/won't use a "By Medicine" effect. Any other ruling would make battle calls very complicated and circumstantial. How would you know someone was healing you with fire from a groovy fire wand instead of a wand full of awful hellfire if both calls are just "By Fire?" You can't. Does that answer the question?

So, how are we handling personal transactions?

Say I decided to tell someone's fortune/future/etc with tarot cards, but I charged them 2 credits. How would they give me 2 credits?

Ya, it's much more like the world today. You can carry some money on you, but you don't often carry all of your money on you. Most people keep some money in a bank.

Apparently it will be the same with items, you can have 50 units of X in your storage and if you want to use some in battle, you can create physical tags/items/etc to carry on you.
