Public Safety Ordinance

Take another look at the Ordinance:
viewtopic.php?f=2&t=85Still don't see it? Tilt your screen away from you and look at the bottom of the second paragraph. See it now? Can anyone tell what that is? It looks upside-down and backwards. I know how to do it myself, but I don't have the computer tools to do it. Can anyone help?

Damn, you're right. I can't make it out, but I can see some words
"To District Supervisor C--------? S-----? ---? I---? T.
-------- at the U. S. Treasury's Bureau? of N--------------"
That's the best I can do, but I am very familiar with the words "U.S. Treasury"
No special equipment here, just flipped the screen upside down, tilted it back and squinted a lot

Might I suggest that all members of the town acquire tin foil hats. At this point I'm actually willing to buy the idea that it will protect me from the bad people...

One interesting note. The Ordinance appears to be on old paper, along with accompanied stain on the right side.
The Ordinance is dated 1881.
The hidden message mentions the U.S. Treasury's Bureau of Narcotics which wasn't created until 1930 and existed until 1968 when it became the Bureau of Narcotics and Dangerous Drugs, which then became Drug Enforcement Administration in 1973.
So, if the ordinance is the original document, the secret message was transferred onto the ordinance sometime between 1930 and 1968 (Maybe up until 1973, if you assume they just shortened the official bureau name). Possible a message was left on top of the Ordinance and the ink bled? Would explain why it's so faint and backwards/upside down

Charles Siragusa is the name of a former head of the Illinois Legislative Investigating Commission who tried for years to get evidence that would put the underworld leader Charles (Lucky) Luciano in jail. This Charles is deceased. He was a Federal narcotics agent from 1939 to 1963.
He managed the U.S. bureau of Narcotics office in Rome, Italy from 1948-1960.
(yes, people. That means he was one of the first U.S. agents to deal with what we now call the mafia)
Also mentions that Siragusa was probably "loaned" out to the CIA for MK-ULTRA. I'm hoping most of you know about that program.
I suspect John T. is John T. Cusack who was with the Bureau of Narcotics from 1947-1978 and served as Chief Counsel for Congressman Charles B Rangel's House Select committee on Narcotics Abuse and control from 1980- 1987. In an interview, he implicated Harry J. Anslinger (The Head of the Bureau of Narcotics) of having Senator Joe McCarthy prescribed morphine to get him addicted and using it to control him. I also hope people recognize the name Joseph McCarthy.
A George H. White worked alongside Siragusa. he may be the third person, not mentioned by name. But worked with MK-ULTRA

Oh they're talking about the weird ghost text on the backside of the Ordinance. They think we hid some kind of message on it, don't know why they would think that.
What really surprises me is they haven't run the static in white noise through a spectrogram.
