I think the gist of this whole matter goes something like:

The law says you can carry weapons to and from the settlement (likely for the purpose of going hunting, like Ken mentioned). The laws state that people may not carry weapons (really of any kind) around on them within the settlement (because it's a town). Federal Agents and the like may [i]in theory[/i] carry concealed weapons, because it's a grey area.

However, we don't know what the locals are comfortable with. It could be that they stick to the letter of their laws, or it could be that in the wilds of New Hampshire bear/wolf/monster attacks are common enough that the laws have become mostly ignored. It might even be that players simply have to apply for a special kind of weapon permit or something.

I think the answer is to wait and see.
