Preregistration Addendum

Ladies and Gentlemen:

While you do not have to have a character history in the CDB to preregister, you do need to have a character in the cdb to preregister. While I appreciate the enthusiasm people are showing, I don't feel justified in cashing checks with no one to connect them to aside from a name on a sticky note.
