CP Shuffle?

Actually, I'm unsure if this is a Rules Question, but I couldn't find an answer in my Quick Search:

If a fellow PC hasn't been able to play for a while due to RL and is coming back in, and one has the spare CP but would meet cap with it, can you opt to let staff know that you'd rather your CP went to another PC instead? Or do you have to 'bank it' if you've reached cap/in general?

Example: Mark (Sinclair) played twice, but then due to Real Life missed an entire year.
Janna (RedRaver) plays said year and hits 85, but still has CP left over for prop-building/pre-reg/PELs/etc.
Mark makes it into Spring 1 of 2015, but his CP is way low. Janna offers to Staff instead of banking to shuffle CP into Mark's PC Sinclair.

Iiiii'm pretty sure S.O.P. so far is you can give your CP to anybody you want.
